# Adding a proposal from the Proposals page


## Adding a proposal from the Proposals page
The **Proposals** page in the **Structure** app is where you start a proposal that is not tied to one particular role or circle. You choose the kind of change and the circle it applies to, and Talkspirit creates the proposal as a draft that you then fill with evolutions.

## What do I need before I start?

You need to be a **decision maker** of the circle you are proposing for. Every circle member is one by default, until someone marks them as a non-decision maker.

The circle list in the proposal dialogue only shows the circles where you hold that status, so an empty list means you are not yet a decision maker anywhere. Administrator rights on their own do not add a circle to that list.

## How do I add a proposal?

1. Open the **Structure** app and click **Proposals** in the left panel.
2. Click **Add proposal** in the top right.

3. Choose the type of change you want to propose, then click **Next**:
   - **Governance** adds, edits or removes roles, circles and accountabilities.
   - **Election** runs an election to fill a role.
   - **Policy** drafts or updates a policy for a circle.

4. Select the circle the proposal will apply to, then click **Create proposal**.

Talkspirit creates the proposal immediately, gives it the status **Draft** and a generated title, and opens it. Nothing has been sent to anyone yet.

## How do I describe the change?

The proposal page has your working area on the left and its details on the right.

- Click the **title** in the header to replace the generated one.
- Use **Description** in the right panel to explain the reasoning.
- The **Circle** stays changeable while the proposal is a draft. Once you submit it, it is fixed.

Then add the changes themselves, which Talkspirit calls **evolutions**:

1. Click **Add evolution**.
2. Pick a card. **Create new** covers a new role or a new sub-circle. **Change existing** covers editing, deleting, extending, reducing, restructuring or inviting a role or sub-circle.

3. Fill in the form and click **Save**.

Repeat for each change you want in the same proposal. A card that is greyed out tells you why when you hover it, usually because the circle has no sub-circle or no role to act on yet.

Every evolution belongs to the circle you selected, so one proposal cannot mix changes across circles. If you need that, create a second proposal.

## What can I do with the draft?

The **Submit** button sits in the header, and the rest of the actions are behind the three dots next to it.

- **Submit** sends the proposal to the circle for review. It stays disabled until the proposal has at least one evolution. A confirmation asks you to click **Submit proposal**. What happens next depends on your organisation's decision settings: the proposal is either adopted immediately or left open for a set number of days so members can react and object.
- **Bring to a meeting** adds an agenda item that points at the proposal, so the circle discusses it at a scheduled meeting. It does not hand the decision to that meeting. To run a proposal through the in-meeting steps, create it from a live meeting's agenda item instead.
- **Add to another proposal** moves every evolution into another of your own draft proposals for the same circle. The current proposal is then deleted, so its title and description are lost.
- **Delete** removes the proposal. It is offered while the proposal is a draft or has been withdrawn.

You do not need to save the draft. It exists from the moment you click **Create proposal**, and your edits are stored as you make them.

## Where do I find my proposals again?

Go back to **Structure** > **Proposals**. The list opens filtered to **My proposals** and grouped by status, so your draft sits in the **Draft** group. Clear the filter to see every proposal in the organisation, and switch between **List** and **Cards** with the toggle above the table.
